For the past four years, a historic shift has occurred within the G20. From 2022 to 2025, the digital agenda was led not by traditional tech superpowers, but by a coalition of middle-income nations. Stellenbosch University, in partnership with the TUM Think Tank (Technical University of Munich), has synthesized over 200 official documents to show exactly how these nations shaped global norms.

The Three Pillars of Digital Sovereignty

The report, titled The Evolution of the G20 Digital Agenda, tracks the maturation of global policy across three critical areas:

1. Digital Transformation & Inclusion

The narrative has shifted from mere “access” to “meaningful connectivity.”

  • Indonesia (2022): Focused on post-pandemic human-centric recovery.
  • India (2023): Integrated connectivity into skilling and infrastructure.
  • Brazil (2024): Introduced measurable quality benchmarks.
  • South Africa (2025): Advanced a framework for equitable inclusion, specifically addressing energy access and digital safety for small businesses.

2. Digital Public Infrastructure (DPI)

Once a technical “background” topic, DPI is now a cornerstone of global governance.

  • India formalized the DPI framework.
  • Brazil added rights-based safeguards to ensure no one is left behind in a non-digital world.
  • South Africa introduced a Public Value Measurement Framework to ensure these investments actually improve socio-economic conditions.

3. Artificial Intelligence (AI)

AI has evolved from a “sub-component” of tech to a standalone developmental priority.

  • South Africa’s Presidency made history by launching the AI for Africa Initiative, focusing on sovereign AI capabilities, representative African datasets, and increased computing access for the continent.

G20 presidencies rotate annually, often leading to a loss of momentum. Prof. Willem Fourie and the team at SU have created a “bridge” to ensure that the progress made by the Global South is not lost as the gavel passes to the next leader.
