Ekurhuleni corruption investigation 2026

Johannesburg, 10 February 2026 – The Madlanga Commission of Inquiry into corruption within the City of Ekurhuleni has taken a dramatic turn, with explosive testimony implicating prominent businessman Thembinkosi “TK” Nciza and radio personality Sbusiso “DJ Sbu” Leope in questionable financial dealings with the municipality.

Allegations of High-Level Interference

Suspended Head of Legal and Risk Services for the City of Ekurhuleni, Advocate Kemi Behari, told the commission that he faced immense pressure from high-ranking officials to halt investigations into high-profile individuals.

According to Behari, evidence surfaced linking Nciza and Leope to a scheme involving over R100 million in municipal grants-in-aid funding allocated for events. Behari testified that when he suggested the duo be called to account for their involvement, his Head of Department abruptly shut the case down, ordering that the matter be “settled” rather than investigated.

DJ Sbu Denies Allegations

Following the testimony, DJ Sbu has vehemently denied any involvement in wrongdoing, labeling the claims as false, defamatory, and unsubstantiated.

In a firm statement, Leope stated: “I categorically deny any involvement in wrongdoing, misconduct, or unethical activity of any kind. Throughout my career in broadcasting, entrepreneurship, and public service, I have conducted myself with integrity.”

He further suggested that the allegations are designed to divert attention from internal accountability issues within the Ekurhuleni metro.

Behari’s Credibility Under Scrutiny

The testimony also brought Advocate Behari’s own credibility into question. Evidence was raised suggesting that Behari received a R600,000 “loyalty bonus” to ensure that a disciplinary case against suspended deputy police chief Julius Mkhwanazi failed to progress. Behari rejected these claims, arguing the increase was due to expanded responsibilities.

The Madlanga Commission continues to probe deep-seated allegations of political interference, governance failures, and the protection of powerful individuals within the City of Ekurhuleni
